security risks
Russia’s invasion of Ukraine has led to severe restrictions on air travel into and out of the country. Western sanctions are precipitating pressure on the Russian economy. The government has responded aggressively against anti-war protests; travelers should avoid any demonstrations.
Although the number of terrorist incidents in Russia has declined over the past decade, local and transnational groups continue to plot attacks in Russia. Terrorists associated with Islamic State caried out a mass shooting attack at a concert venue near Moscow in March 2024. Russia has primarily seen unsophisticated lone wolf attacks in recent years, but has a history of more deadly, coordinated attacks such as the 2010 metro bombings and an airport bombing in 2011. Russian security services are focused on the war in Ukraine rather than the threat of Islamic extremism, creating reduced capacity to detect and thwart possible attacks. Russia’s volatile North Caucasus has been a hub for Islamic extremism and the epicenter of terrorist activity – travel to the region is prohibited.
