security risks
Travelers should exercise increased caution in the Philippines due to the risks of crime, terrorism, civil unrest, and kidnapping. Violent and petty crime and kidnap-for-ransom schemes are problems throughout the country, including in Manila and the surrounding area. Such incidents sometimes involve foreigners. Infrequent terrorist attacks have taken place in the capital, most often against public transportation infrastructure.
A range of militant groups have the capability and intent to carry out low-level attacks in urban areas across Mindanao. While the risks are especially high in the south-west of the island, no area within Mindanao can be considered safe. Although militant groups primarily target security and government assets, militants may also attack soft targets, such as hotels, restaurants, and religious sites.
